NET expands Amateur Radio Bank for emergency communications support

NET officials meet with licensed amateur radio operators to sign the new collaboration agreement expanding Puerto Rico’s Amateur Radio Bank.

The Puerto Rico Telecommunications Bureau (NET, in Spanish) has expanded the island’s Amateur Radio Bank through a new collaboration agreement, reinforcing its role in emergency communications during natural disasters and other critical events.

“In compliance with the mandate of Act 213 of 1996, the NET maintains an Amateur Radio Bank whose duty is to be activated in emergency situations where traditional communications may be affected,” said NET President Osvaldo Soto-García. “We’re pleased to continue establishing new agreements and adding more amateur radio organizations to our communications emergency response team.”

The updated initiative designates participating amateur radio operators — known as KP4s — as first responders. Volunteers will receive preferential credentials to support their mobility and coordination in the field during emergencies.

Radios have been installed in all municipal Emergency Operations Centers to be operated by licensed amateur radio volunteers certified by the Federal Communications Commission. In towns without such volunteers, NET will take steps to ensure operations continue in line with ESF #2 emergency communications protocols.

“Amateur radio operators have established themselves as key players in emergency response,” said Associate Commissioner Anthony Yrimia, adding that many also undergo advanced training and have communicated directly with the International Space Station.

More than 200 active volunteers are currently part of the Amateur Radio Bank. NET will provide ongoing training, technical support and resources to ensure the group remains a vital communications lifeline for Puerto Rico.
