Puerto Rico’s Central Office for Recovery, Reconstruction and Resilience, known as COR3, brought together representatives from 35 government agencies for a strategic session to improve coordination on Federal Emergency Management Agency-funded reconstruction projects.

Led by COR3 Executive Director Eduardo Soria-Rivera, the event — titled “Reconstruction in Action: Guidance for Government Agencies” — was held at the Puerto Rico Convention Center and focused on strategies to improve infrastructure and risk mitigation project execution.

“The work session was productive, as we reviewed strategies to expedite reconstruction and risk mitigation projects,” said Soria-Rivera. “Officials from multiple agencies shared the opportunities and challenges they face in the execution of the works, and a work plan was established to address these issues.”

About 100 government officials took part in the event, which included remarks from Undersecretary of the Interior Itza García. Agencies were briefed on the status of priority projects and steps needed to meet compliance and performance benchmarks.

Personnel from the Department of Housing’s Community Development Block Grant–Disaster Recovery (CDBG-DR) Program and the Department of Economic Development and Commerce’s Office of Permit Management also participated, offering technical support.

Topics included obligation authorizations, the impact of project delays, administrative cost management and proper submission of fund disbursement requests. COR3 emphasized interagency accountability and cooperation as essential to advancing Puerto Rico’s reconstruction.
