Juvenile correctional center P3 draws 11 consortiums

Eight weeks into the process of finding a private operator to design, build, finance and maintain the proposed “New Juvenile Social Treatment Campus” in Yauco, the Public-Private Partnership Authority announced Wednesday it received 11 proposals from local and international interested consortiums.

Statements of qualifications were submitted by: Alianza Renacer Consortium; Balfour Beatty Capital Inc.; CORE Consortium; CGL Servicios a Jóvenes, LLC; Ferrovial-Agroman S.A. y SIEP; J.C. Juvenile Corporation of America Inc.; PD / IBT Development Team; PH Puerto Rico, LLC,; Plenary Properties Puerto Rico (P3R); NBC-Yauco, LLC; and OHL Team.

“The level of interest, combined with the high caliber of the participants, is an indication of the great opportunity that Puerto Rico has through the use of P3s,” said P3 Authority Executive Director David Álvarez.

“We are very enthusiastic about the high level of participation of locally-based companies. P3 are about delivering value to tax payers but also forging long-lasting and productive relationships with local industry and communities,” Álvarez said.

The 600-bed project will be developed in combination with the Department of Corrections and Rehabilitation. The new complex would feature a campus-like design with several modules housing shared services, which would cut the agency’s need to shuttle offenders between different facilities, thus reducing associated expenses. The government spends an average of $231 per juvenile offender per day.

Corrections Secretary Jesús González said, “we are excited with this project because it will represent the new beginning of a better quality of life for young offenders and their relations with their families.”

“We are committed to exploring innovative ways to deliver better infrastructure and services for our juvenile population with a clear goal of enhancing rehabilitation and educational services to the juvenile population,” he said.

The winning group should be announced by October.
