Liberty Puerto Rico subscribers experienced the best fixed internet performance on the island for the 12-month period ending in June 2025, according to nPerf.

Liberty Puerto Rico delivered the strongest fixed internet performance on the island for the 12-month period ending June 30, according to a new informe from the network analytics firm nPerf.

With a total score of 85,767 nPoints, Liberty ranked first among providers in download speed, latency, web browsing and video streaming. The company’s subscribers recorded average download speeds of 126.3 megabits (Mbps) per second and latency of 97.4 milliseconds. Liberty also led in browsing quality, with a score of 77.8%, and video streaming performance at 79.3%.

“Liberty PR stands at the top of the ranking with 85,767 nPoints, maintaining its position as the sector leader,” the report stated. “The operator’s balanced performance across multiple indicators demonstrates its commitment to delivering quality service to Puerto Rican customers.”

Claro Puerto Rico ranked second with 83,036 nPoints. While it trailed Liberty in overall experience, Claro led the market in upload speed, with an average of 79.9 Mbps — a 40.8% year-over-year increase. It also posted a 32.4% gain in download speed, reflecting expanded network investment.

The report noted that Claro tied Liberty for the best latency and shared top scores in Wi-Fi–based browsing and streaming performance.

T-Mobile placed third with 72,180 nPoints. It delivered the fastest average download speed, 129.8 Mbps, but lagged in upload speed (16.4 Mbps) and latency (114.5 ms).

Wi-Fi performance largely mirrored the fixed rankings. Liberty led in Wi-Fi download speed at 116.1 Mbps and topped browsing and streaming quality, with scores of 78.8% and 81.7%, respectively. Claro delivered the fastest Wi-Fi upload speed at 81.9 Mbps.

The report also analyzed service quality during peak usage hours, from 6 p.m. to 11 p.m., finding that Liberty maintained more consistent performance across time periods, particularly in web use and video playback.

The findings are based on tens of thousands of measurements collected from users across Puerto Rico between July 1, 2024, and June 30, 2025. According to nPerf, the data has a 3% margin of error, allowing for reliable comparisons among the three national providers studied.
