Resolution seeks review of Salinas solar project approvals

Puerto Rican Independence Party Rep. Nelie Lebrón-Robles introduced House Resolution 0515 seeking a legislative inquiry into agency approvals for a solar project near the El Coquí community in Salinas.

Puerto Rican Independence Party Rep. Nelie Lebrón-Robles has introduced House Resolution 0515, directing the House of Representatives’ Southern Region Committee to investigate the permitting and environmental review processes tied to an industrial-scale solar project built on farmland near the El Coquí community in Salinas.

The measure calls for a detailed examination of actions by the municipality of Salinas, the Department of Natural and Environmental Resources, the Permits Management Office (OGPe, in Spanish)Energy Bureau in approving the project. PIP Reps. Denis Márquez-Lebrón and Adriana Gutiérrez-Colón co-authored the resolution.

“In recent years, the residents of the El Coquí community in Salinas have suffered from out-of-context development that represents an antithesis of living in communion with nature and sustainability,” the bill’s explanatory statement says.

El Coquí, a coastal community, is currently affected by construction of an industrial-level solar installation. Residents say that since the panels were installed, the area has seen higher water levels during flooding and increased heat.

“The solar panel project does not supply energy to the surrounding communities, but it does directly impact the community of El Coquí,” the statement reads. “The House of Representatives of Puerto Rico recognizes the importance of economic development and renewable energy for the future of the country, but it also has the responsibility to ensure the safety and quality of life of our communities.”

“In view of the residents’ allegations, it is essential that the facts denounced be thoroughly investigated, compliance with permits and environmental regulations, as well as the attention – or lack thereof – by the competent authorities,” the statement continues.

Under the resolution, the Southern Region Committee must review the permitting procedures and environmental assessments conducted by the relevant agencies for the project’s development on farmland near El Coquí.

The committee must submit its findings, conclusions and recommendations within 180 days of the measure’s approval.
