San Juan opens bids for Río Piedras plaza upgrades
San Juan Mayor Miguel A. Romero has opened the bidding process for renovations to two of Río Piedras’ most historic public spaces — Plaza de la Convalecencia and Plaza del Pilar — in what city officials described as another milestone in the capital’s long-term effort to revitalize the district.
“Río Piedras has a living history and incalculable value for our city,” Romero said. “This project responds to a genuine demand from its residents and merchants, who have long hoped to see these plazas reborn as meeting places, cultural centers and economic activity. We are fulfilling their promise.”
The renovation plans include structural and decorative upgrades intended to strengthen infrastructure, improve aesthetics, and restore the plazas’ roles as civic and cultural gathering spaces. City officials said the work is part of a broader strategy to revive the urban core and attract investment.
The San Juan Auction Board will accept sealed bids for Auction 2026-008 until Nov. 27 at 10 a.m. Bidding documents became available Oct. 10 at the Municipal Secretary’s Office on the 15th floor of the San Juan Government Center in Hato Rey. A nonmandatory pre-bid meeting is scheduled for Oct. 20 at 10 a.m. in the City Clerk’s Office conference room.
“The bidding process ensures transparency and fair participation by qualified contractors, guaranteeing that the work is carried out to the highest standards,” Romero said. “We invite interested companies to be part of this effort, which will mark another important step in the revitalization of Río Piedras.”
The project joins several ongoing public works in Río Piedras, including the rehabilitation of the Henry Klumb Bridge ($2.2 million), Gándara Avenue ($24 million), Universidad Avenue ($13.3 million), the Río Piedras Diagnostic and Treatment Center ($17.2 million), and the Market Square ($7.2 million). In all, the city has allocated roughly $99.8 million to transform the area, including Paseo De Diego and Juan Ponce de León Avenue.
