Caguas expands incentives to lure new businesses

Mayor William Miranda Torres announces seven new decrees under Caguas’ Socioeconomic Incentives Code in Puerto Rico, bringing the total to 138 since 2012.

Caguas Mayor William Miranda-Torres has signed seven new decrees under the municipality’s Socioeconomic Incentives Code, bringing the total to 138 since the program’s creation in 2012. The code is designed to attract new businesses to Caguas while supporting the retention and expansion of existing companies.

According to municipal figures, the latest decrees are tied to 50 new full-time jobs, more than $4 million in new private investment and an additional $4 million in payroll. The program also ensures the retention of 161 jobs and maintains a payroll of more than $5.6 million. 

The code, created by the Caguas Municipal Economic Development Office in 2012, is a key part of the city’s economic strategy, which is aimed at supporting entrepreneurship and long-term investment.

Businesses covered under the decrees have committed to generating annual sales of more than $12.1 million and prioritizing purchases within Caguas and Puerto Rico’s central-eastern region.

“The Socioeconomic Development Incentives Code has been a fundamental pillar for the growth of our city,” Miranda Torres said. “Thanks to its benefits, we have managed to promote investment, job creation and retention, positioning Caguas as a competitive and attractive place to do business.

“This instrument has been key to attracting new companies and supporting the expansion of existing ones, laying the foundations for investors from various sectors to trust our city. The year 2025 is testimony to this success, with the arrival of businesses in the real estate, health services, cabinetmaking and engineering sectors.”

Of the seven new decrees, six apply to businesses newly established in Caguas and one supports the expansion of an existing institution.

Among the new arrivals are P&P Properties, which specializes in commercial property acquisition and rental, and Laboratorio Teresita.

Other decrees went to Tesoro en Maderas II, a cabinetry supplier; Emergencias Veterinarias de Puerto Rico, an emergency veterinary clinic; Centralis Med, a mental health services provider using telepsychiatry and virtual reality; and Avante Engineering, which offers project management, consulting, regulatory compliance and automation services.

Mech Tech College, already established in Caguas as a technical higher education institution, received a decree to expand its programs with a body shop and painting workshop.
