Pinnaql buys Validation & Engineering Group to boost life sciences reach

Validation & Engineering Group (V&EG), a Puerto Rican firm specializing in technical, engineering and regulatory compliance services, has been acquired by 3Boomerang Capital to expand its life sciences service platform, Pinnaql Inc.

Financial terms were not disclosed.

The deal combines V&EG’s compliance expertise with Pinnaql’s operational reach to manage complex projects in Puerto Rico and the U.S. mainland. For 28 years, V&EG has supported pharmaceutical, biotechnology and medical device companies, helping global firms meet U.S. Food and Drug Administration standards.

“This acquisition demonstrates the exceptional local talent that has made Puerto Rico a pillar of global life sciences manufacturing,” said Ronald Pacheco, founder and partner of V&EG. “By joining V&EG’s established presence with Pinnaql’s resources, we can offer faster, more integrated solutions.”

Pinnaql CEO John Duffin said the transaction will “accelerate product launches, maintain federal compliance and achieve a sustainable competitive advantage.”

V&EG founders Pacheco and Luis Puig will remain as partners, a move aimed at ensuring continuity.

The integration expands Pinnaql’s service portfolio to include facility startups, lab operations, FDA and global compliance, and operational strategies for expansions, upgrades and digital transformation. The platform also allows rapid deployment of engineers, scientists and quality professionals in Puerto Rico and the U.S.

“This union places us in a stronger position to support our current clients while extending our reach to new life sciences organizations in the United States,” Puig said.
