Data platform launched to modernize Puerto Rico’s public finance

Gov. Jenniffer González and Office of Management and Budget Director Orlando Rivera-Berríos have announced the launch of Puerto Rico’s new Data Intelligence System, or SID, a centralized digital platform aimed at overhauling how government agencies manage and analyze information in real time.
The system is part of a broader effort to modernize public administration, improve accountability and streamline oversight of government funds. Officials said it also responds to long-standing concerns from the Financial Oversight and Management Board, which has cited fragmented data and inconsistent financial reporting as major risks.
SID allows agency leaders and finance teams to track budget execution, verify fund availability, monitor vendor payments and access updated human resource information across the government.
“This new ecosystem places Puerto Rico at the forefront of government digital transformation,” González said. “It ensures critical data is available for strategic decision-making, reduces spending duplication, increases transparency and helps us avoid corruption.”
The governor tasked the Office of Management and Budget with developing SID to consolidate government financial data. The platform will also help meet reporting requirements under the federal Puerto Rico Oversight, Management and Economic Stability Act (Promesa), which established the oversight board. Officials said the government plans to have all agencies fully integrated into the system by 2028.
“SID is more than just a technological upgrade — it’s a structural shift,” Rivera-Berríos said. “We’re putting data intelligence at the core of public management. This platform reflects our commitment to transparency, efficiency and evidence-based decisions.”
To support the initiative, González signed Executive Order 011-2025 creating the Interagency Committee for Responsible Budgeting and Fiscal Sustainability. The committee, chaired by Rivera-Berríos, includes leaders from the Treasury Department, the Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF, in Spanish), the Labor and Human Resources Department, and the Planning Board.
The committee is charged with aligning agency budgets with oversight board requirements and improving fiscal planning and execution.
“One of our biggest challenges has been the fragmentation of information,” Rivera-Berríos said. “The Treasury has some data, AAFAF has other data, and OMB receives a portion. With SID, we’ll finally be speaking the same language — integrating current expenditures with certified budgets in a single system and enabling real-time reporting to improve oversight and execution.”
