Federal Communications Commission Chairman Ajit Pai proposed an order Tuesday that that would enable carriers in Puerto Rico and the U.S. Virgin Islands to use their Universal Service Fund allocations to more quickly rebuild networks.
The Puerto Rico Telecommunications Regulatory Board has been authorized by law to take over the management of the Universal Service Fund, a task that has been handled by New Jersey-based Solix Inc. for almost a decade.
As it does every quarter, the Federal Communications Commission is reviewing the rates that telephone companies must charge and pass off to consumers to cover the Universal Service Fund, which among other things, subsidizes services offered to low-income consumers as well as improvements to schools and libraries.
