AGC-PR urges faster action to secure $43B reconstruction

The Puerto Rico Chapter of the Associated General Contractors of America (AGC-PR) is calling for urgent action to ensure the island can effectively use $43.2 billion in Federal Emergency Management Agency and Community Development Block Grant program funds designated for rebuilding and modernizing critical infrastructure.

Speaking at the 8th Executive Conference during the 51st AGC-PR Annual Convention and Construction Expo in Fajardo, AGC-PR President José Torrens said that Puerto Rico still struggles with outdated infrastructure nearly seven years after Hurricane Maria.

“Almost 3,000 days have passed since Hurricane Maria, and we continue to have obsolete infrastructure that is more vulnerable than ever. The reason, currently, is not a lack of money. It is due to the abundance of bureaucratic processes — both at the federal and local level — that prevent agencies from using funds efficiently,” he said.

Torrens urged industry leaders and government officials to simplify approval procedures and speed the release of funds.

“I guarantee that among public officials there is openness to receive recommendations, and encouragement to make changes, cut red tape, and accelerate the deployment of funds,” he said.

The agenda included a panel on construction and government efficiency led by Verónica Ferraiuoli, efficiency coordinator for the Puerto Rico government, and Jorge Rodríguez, founder of the Puerto Rico Institute of Economic Freedom.

Sessions also addressed infrastructure priorities including aqueducts, energy, municipalities, federal coordination and transportation.

AGC-PR reaffirmed its commitment to build “with integrity, responsibility and skill,” stressing that collaboration between the private sector and public agencies is vital. The group said the conclusions of the conference will guide an action plan to promote dialogue and ensure timely use of federal allocations.
