The project is 20% complete and the work is expected to be finished by the third quarter of this year.
The total cost of the project is estimated at more than $417 million in FEMA funding.
The plant services about 475,000 residents in the Toa Alta region, which comprises six municipalities.
PRASA intends to install four power generators for the La Plata Lake dam that will reduce the interruption of drinking water service to 369,000 people.
The projects will benefit thousands of families living in 19 towns.
Once both phases of the project are completed, the southern part of the island will have a more resilient water system, officials said.
The scheduled projects will benefit families in Toa Alta and Guánica.
